1. US Government Plans to Rate All Nursing Homes on Five-Star Scale
The Centers for Medicare and Medicaid Services (CMS) plans to rate all 16,000 of the nation's nursing homes on a five-star scale in an effort to help consumers choose among nursing homes and prompt substandard nursing homes to improve. The ratings will be available by December on CMS's Web site. The initiative was prompted by the recognition that although the CMS Web site already contains a wealth of information about nursing homes, for most nursing home patients and their families, that data is too difficult to understand. The incorporation of the five-star rating system is intended to make it easier to make comparisons among nursing homes.
Exactly how those ratings are to be determined has not yet been finalized. CMS plans to use data from the past three years of inspections, staffing information, and several measures of quality that include the percentage of residents who have bedsores. Federal officials have indicated that the question of which data will be used in the formulation of the ratings and how the data will be weighted is open to discussion. To that end, and in order to make the eventual website as user-friendly as possible, officials at CMS have asked the public to comment at BetterCare@cms.hhs.gov through July and August on the topics of the site, its contents, and the rating system itself.
2. Funding Opportunities: Scholarships & Fellowships
NRSA Postdoctoral Fellowship in Mental Health Services Research for Older Adults
The National Research Service Award (NRSA) offers a postdoctoral fellowship in mental health services research for older adults. This NIMH-funded (T-32) two-year postdoctoral Research Training Program provides fellowship training in health services research for older adults with mental disorders. The program is designed for psychiatrists, medical physicians, psychologists, and social/behavioral scientists who are committed to becoming independently supported mental health services researchers. AACN Faculty Training: Enhancing Gerontology Content in Baccalaureate Courses

In recognition of the need for faculty development in geriatrics, AACN invites faculty to attend one of the upcoming Geriatric Nursing Education Consortium (GNEC) faculty training institutes. GNEC is an innovative national initiative to enhance geriatric content in senior-level baccalaureate courses. GNEC focuses on faculty development as a necessary precursor to successfully implementing and sustaining enhancements in nursing education programs. This institute provides nursing educators with the skills, knowledge, and resources needed to ensure that the best geriatric practices are imbedded in baccalaureate curricula and subsequently in the clinical care provided by newly educated nurses. Using a train-the-trainer approach, nursing faculty are prepared to lead their colleagues in "gerontologizing" senior-level curricula as well as teaching and mentoring students in the care of older adults.
GNEC has now held three of the six scheduled training institutes. AACN is well on its way to achieving its objective to educate faculty at a majority of the baccalaureate schools of nursing across the country—415 faculty representing 231 schools of nursing from 44 states have been trained thus far. The remaining three institutes are scheduled for October 14-16, 2008, in St. Louis, MO, April 1-3, 2009, in San Diego, CA, and June 24-26, 2009, in Philadelphia, PA. The application deadline for the St. Louis Institute has been extended to July 15, 2008.
There is no registration fee or tuition for these institutes. Up to two applicants per baccalaureate school of nursing are eligible for a stipend to help defer travel expenses.

Attention All Hartford Creating Careers Scholarship Graduates
The American Association of Colleges of Nursing and the John A. Hartford Foundation are hosting a Creating Careers Networking Event at the National Conference of Gerontological Nurse Practitioners' Annual Meeting this September in St. Louis. This session, designed exclusively for Hartford Creating Careers graduates, will focus on development of the APN role to its fullest extent. It will be didactic, interactive, and social. We encourage you to attend!

2004 NNHS Current Resident Web Tables Released Online
The 2004 NNHS Current Resident Web Tables from the Division of Health Care Statistics (DHCS) of the National Center for Health Statistics are now available online at: www.cdc.gov/nchs/about/major/nnhsd/ResidentTables.htm.
The detailed current resident data tables are from the 2004 National Nursing Home Survey (NNHS) and were prepared by the Division of Health Care Statistics, Long-Term Care Statistics Branch. Nursing home residents are tabulated by facility characteristics (ownership, certification, beds, geographic region, location, and affiliation), descriptive demographics (age at interview, sex, race, and Hispanic or Latino origin), and other characteristics, including activities of daily living (ADLs), continence, all sources of payment, length of time since admission (in days), primary diagnoses, medications, vaccinations, physical restraints, advance directives, falls, fractures, weight management, emergency department visits, and hospitalizations.

How to Try This: Using Pain-Rating Scales with Older Adults

Pain is often undertreated and underdiagnosed in older adults. Regular use of short, simple, reliable pain-rating scales provides nurses and physicians with measurable information to establish and modify a pain management plan. This article describes the use of three widely used pain-rating scales: the numeric rating scale, the verbal descriptor scale, and the Faces Pain Scale-Revised.

This video includes demonstrations of how to assess for pain in any older adult and how to reassess to determine the effectiveness of interventions, using four distinct tools: the Faces Pain Scale, the Verbal Descriptor Scale, the Numeric Rating Scale, and the Pain Assessment in Advanced Dementia Scale (PAINAD). In this program, interdisciplinary team members also develop a care plan to address chronic pain in a patient with severe arthritis and a history of joint replacement whose family members have discouraged use of medication for fear addiction might result. This video organizes information in chaptered formats for viewers interested in specific aspects of the program.

Awards and Achievements
Eileen M. Sullivan-Marx, PhD, RN, FAAN, Associate Professor, Associate Dean for Practice & Community Affairs, University of Pennsylvania School of Nursing, has been elected as the Chair, Senior Care and Services Study Commission, for the Commonwealth of Pennsylvania appointed by the Office of the Governor.
The purpose of the Commission as established in H.B. 1367, General Assembly of Pennsylvania, is to: review current care, services, and resources available for Commonwealth residents over the age of 65; project future need for various levels of senior care and services through 2025; evaluate the ability of the current assessment and delivery systems to meet projected service needs; determine resources necessary to meet the projected need; and make policy recommendations on how best to meet the need.
Ann Mayo, PhD, Claire M. Fagin Postdoctoral Fellow at University of California, San Francisco, was elected to the Board of Directors of the National Association of Clinical Nurses Specialists.
Ronald Walent, PhD, RN, a 2005-2007 John A. Hartford Scholar advised by Dr. Margaret Wallhagen, has been accepted into the UCSF Aging Research Fellowship Program sponsored by the Division of Geriatrics in the School of Medicine.
NHC Research to be published in Research in Gerontological Nursing
Literature syntheses based on research completed for the Nursing Home Collaborative will be published in the July issue of Research in Gerontological Nursing. Representatives from each of five of the Hartford Centers of Geriatric Nursing Excellence and the national coordinator of the Nursing Home Collaborative will present this work at the Pioneer Network national meeting in August in Washington, DC. The title of the session is: Best Practices Germane to a Professional Nursing Practice Model in Nursing Homes.

BAGNC 2008 Annual Leadership Conference

Ten New Practice Change Fellows Selected
The Practice Change Fellows program, funded by the John A. Hartford Foundation and the Atlantic Philanthropies, has selected 10 new Fellows in social work, nursing, and medicine. Fellows will receive $90,000 and the support of local and national mentors to further develop their leadership skills and to complete a project aimed at implementing a new geriatric service line or aging program.

Registration Open for 2008 Data Users Conference
On August 11-13, 2008, the National Center for Health Statistics will present the 2008 Data Users Conference at the Omni Shoreham Hotel in Washington, DC. Four sessions during the conference will highlight long-term care data and statistics, including sessions that will feature the National Nursing Home Survey, National Home and Hospice Care Survey, and the National Home Health Aide Survey. The conference is open to all who are interested, and there is no cost to attend, but registration is required.
